A detailed understanding of Ndlambe’s financial position
It is critical that we have a detailed understanding of Ndlambe’s financial position at all times.
Ndlambe is obliged to report on and publish its financial position – “Must, within 30 days of the end of each quarter, submit to Council on the implementation of the budget and financial affairs of the municipality”– in terms of Section 52(d) of the Municipal Finance Management Act. The report is labeled “section 52(d) monitoring report”.
It is in considerable detail and it may not be given enough attention and discussion at Council.
These Section 52 (d) reports are also lodged with National Treasury.
As public documents we are able to analyse these reports so to monitor & assess Ndlambe’s financial position and progress against the approved budgets.
In addition we analyse the audited annual statements [AFS] and compare those results to previous years. We pay particular attention to Auditor General’s [AG] final signed audit report to further understand the state of Ndlambe’s financial position and its report on management’s performance.
We have recently established a relationship with the Auditor General’s [AG] to expressing our views on Ndlambe’s financial position and to gain an insight as to how they understand & assess these issues in relation to their annual audits.
We have established reasonable relationships with Ndlambe’s infrastructure, budget and IDP [Integrated Development Plan] officials with a view to providing input to and commenting on the proposed budgets. Our requests and demands for additional allocations for Kenton’s infrastructure have not always been successful.
