This is the response back from Ndlambe to KOSRA submission and comments on the IDP
Dear KOSRA
Thank you for your submission — and for the time and effort that clearly went into it.
I want to say upfront that I have read your document in full, and I must say — the points you raise really do go straight to the heart of the issues we are dealing with.
Your comments are noted and appreciated, particularly the way you’ve worked through the IDP from the situational analysis all the way through to the budget and MTREF. The points you raise around infrastructure condition, maintenance backlogs, project structuring, and the alignment (or misalignment) between planning, budgeting and performance are well understood.
We take note of your concerns regarding water availability in Wards 3 and 4, the distribution of maintenance funding, and the broader issues around revenue assumptions, collection rates, and affordability. These are not small matters, and your submission brings them through very clearly.
I sincerely appreciate the level of detail in your proposals — especially where you’ve suggested ways to refine objectives, improve measurability, and strengthen the connection between sector plans, the IDP and the budget. That kind of input is valuable.
As part of the process, all submissions received — including yours — will be taken through to Council for consideration as part of the finalisation of the IDP, Budget and SDBIP.
I am looking forward to that process, and to the opportunity to strengthen the final document as per your submission, should Council support the incorporation of such.
