  1. There is no mention that most of the proposed activities relating to dune movement are planned within a proclaimed Local Authority Nature Reserve. The Joan Muirhead reserve was created to protect the entire ecosystem associated with the area between the two rivers. An action such as the planned road construction within the reserve is a listed activity in terms of NEMA and the Provincial legislation and will require a full EIA with full stakeholder involvement. Any efforts to proceed without concluding this process will be met with significant social activism.
